The Cleveland Browns made everyone scratch their head again with another baffling move. While announcing DeShone Kizer as the starting quarterback, Hue Jackson decided to move down Kevin Hogan from last week’s starter to the third-string quarterback this week ahead of their Week 9 meeting against the Tennessee Titans.
Browns’ QB Kevin Hogan, who started last week, now down to 3rd-string and Cody Kessler promoted to 2nd-string, per @FieldYates and me.

Such a weird move by a team that has been haunted at the signal-caller position since their return in 1999. The Browns have started 28 quarterbacks and continue to throw quarterback after quarterback into this mess. Now, they aren’t even sure that their starter is good enough for the back-up role.
The Browns had cut Brock Osweiler before the regular season started and many people question that move, as the team still has to pay Osweiler sixteen-million dollars while he sits in a Denver Broncos jersey.
Cleveland is once again in the running for the number one overall pick come NFL Draft time. Will they finally address the quarterback position?
